Evan Delay is a seasoned healthcare professional with over a decade of experience in research donor program management, protocol oversight, and human subjects protection. As Director of the Bio Donation Programs at Bloodworks Northwest, Evan leads critical initiatives involving IRB-governed studies, protocol design, informed consent processes, participant screening, custom project management and regulatory compliance across diverse donor populations.
Evan served as the Principal Investigator for the NIH All of Us Research Program at Bloodworks until May 2025 and continues oversee multiple IRB-approved studies within her organization. Responsibilities include developing and managing study protocols and organizational SOPs incorporating donor recruitment, consent, screening, collections and staff training, ensuring ethical standards are maintained throughout. Evan works directly with research and clinical partners to ensure all regulatory and project specific requirements are met. She is also the NetCord-FACT Collections Director, managing cord blood donation operations across hospitals in Washington and Hawaii.
With a Master of Science in Nursing focused on Ambulatory Care and certifications in Good Clinical Practice and Human Subjects Research, Evan brings a comprehensive, ethics-driven approach to research operations. Her background in bedside nursing and extensive experience with community-focused donor programs, uniquely position her to speak on the complexities and responsibilities involved in informed consent and human subject protections in biomedical research.
